Travel Options

A comprehensive travel plan (PDF) has been developed to maximise the number of staff able to walk, cycle, use public transport or car share.

In line with the National Travel Strategy (NTS2) for Scotland (2020), council staff are encouraged to travel to work (commute) and for business in a sustainable manner. The Hierarchy below prioritises modes of transport: from walking and wheeling, to cycling, to taking / combining with public transport, to sharing rides with colleagues, to driving a car single use.

A comprehensive Moray Council Travel Plan 2021 (PDF) has been developed to maximise the number of staff able to walk, cycle, use public transport or car share.

Various provisions have been made by and at the council to make it easier to travel sustainably to HQ and the Annexe and for business purposes:

Walking and cycling

  • The Active Travel map of Elgin shows which routes are favourable to walk and cycle on.
  • A close-up map (TBC) of the council shows where to park your bicycle.
  • Various bicycle lockers and facilities have been set-up around the HQ and Annex building (also see on the close-up map):
    • East of the Annexe on Greyfriars Street (CCTV is provided, but it’s far away and doesn’t guarantee good footage in case of theft or vandalism):
      • 15 individual bicycle lockers – you require a key to get access to them – email janet.macdonald@moray.gov.uk
      • 4 bike (Sheffield) stands underneath a canopy. Bring your own chain lock to attach it to the bike stand.
      • A shelter with open access to anyone, with 6 bike stands inside. Advantage of this shelter is that it’s weather proof. The door can be closed but not locked, so it’s not by any means safer than the Sheffield stands underneath the canopy. Bring your own chain lock to attach it to the bike stand.
      • Bicycle repair tool station and bicycle pump under the canopy.
    • West of HQ Office:
      • Rose Cottage - toaster rack, bring your own padded lock
      • 5 individual lockers that require getting access to a key - email janet.macdonald@moray.gov.uk
    • Councillor’s car park:
      • Secure bicycle shelter (installed 2023) for staff pool bikes only.
      • Staff pool bikes:
        • 6 ‘standard’ bikes: 2x size small, 2x size medium, 2x size large
        • 2 e-bikes: size small and medium
        • Bikes need to be booked in advance and keys can be picked-up at Facilities in the Annexe
        • Bikes are meant to be used for business purposes (also for weekend work events) and for commuting to/from work (as a try-out, not permanently)

        • Email activetravel@moray.gov.uk is you require help with using the bikes or if you need a refresher course skills or cycling in traffic
  • Skill sessions and led-rides are provided in spring 2024.
  • A ‘bicycle user group’ (BUG) has been created on Teams.
  • Active Travel Hub (also referred to as ‘the bike bothy’) in Cooper Park

 

Public transport

The bus and train station are about 500 meters and 950 meters walking distance, respectively. Stagecoach has regular services to the bus station (bus no. 33 and 366 also stop at the train station), and Scotrail runs trains between Inverness and Aberdeen, stopping in Elgin. At the moment there are no discount arrangements available.

 

Car sharing

Information provision on car sharing by using the Liftshare app or by using the ‘Discussion board’ on Interchange.

An overview of available car parks can be found here: http://www.moray.gov.uk/moray_standard/page_80774.html. Surrounding streets can be found where parking is free of charge, but be aware that some have parking restrictions in place.

There are public EV charge points available at ‘Greyfriars Street HQ Annexe’ car park, ‘Cooper Park’ car park and at ‘Moray Street’ car park.

 

Business travel

Please find the Council’s ‘Scheme for travel & subsistence allowances’ policy enclosed here. As mentioned in the policy, public transport should be the defaukt means of transport for business travel. When this is not a viable option, one could look at using a staff pool bike (various days is possible as well) first and otherwise at using a pool car for longer distances and / or carrying material.
