Public Service Improvement (PSIF)

The Public Service Improvement Framework (PSIF) is a structured self-assessment tool designed to drive organisational improvement.  It provides a framework of statements that challenge current performance and guides the identification of strengths and areas for improvement.  As part of Moray Council’s Best Value Action Plan 2024-2027, PSIF is now being re-established as the corporate approach for continuous improvement and self-evaluation.  

Ten service areas will take part over the next 12 months:

Each PSIF covers 4 main stages:

Stage 1: Introduction and Evidence Gathering

Participants will be invited to a protected project on Moray Engage to consider current Service performance and take part in an online survey covering a range of statements across six sections:

  • Service Planning
  • Staff
  • Partnership and Resources
  • Processes and Services
  • Leadership
  • Results

Stage 2: Evidence Analysis

Once the online survey is closed, all responses are analysed and a short report compiled, summarising the key points for discussion during the Consensus and Improvement Planning sessions.

Stage 3: Consensus and Improvement Planning Sessions (approx. 2hrs each)

During the Consensus session, the strengths and issues emerging from the survey responses will be discussed and participants work together to agree and prioritise the improvement actions to be taken forward.  The Improvement Planning Session will look at the agreed actions in more detail and confirm associated tasks, ownership, timescales, risks and the measures to monitor impact.

Stage 4: Draft Improvement Plan

Using the agreed actions and details from the Planning Session, a draft Improvement Plan will be created and shared with the Service to be monitored through the Service Planning process.
