Buckie harbour

Use redundant harbour space and capacity to support renewable industry development. Increase revenue through harbour usage and ground rent. Encourage use of redundant or vacant business space. Doing these will provide economic and societal benefits like job creation improving the local ecomomy, and a boost to health and wellbeing.   

Corporate Organisational Development training

Corporate approaches developed for: 

  • identifying  and prioritising future training requirements
  • allocating resources to training that supports Council priorities
  • determining how requirements will be met eg single approach, joint working, making joint arrangements where appropriate.

Devolved school management (admin) review

Carry out a full review of school business support arrangements with a view to providing a more efficient service within each locality. This could be achieved by removing functions which can be better managed centrally.

The review of the Devolved School Management Scheme (DSM) will commence once national review of school funding/governance has been completed.

Early learning and childcare – increased hours

To increase the current early learning and childcare provision from 600 hours to 1,140 hours by August 2020. This is expected as part of the Scottish Government's 'A Blueprint for 2020: The Expansion of Early Learning and Childcare in Scotland'.

Four schools

To bring four of Moray's primary schools up to a B standard for condition and suitability. These are:

  • St Gerardine (Lossiemouth)
  • Applegrove (Forres)
  • Millbank (Buckie)
  • Seafield (Elgin)

Homecare scheduling system

Phase 2 of Implementation

To replace a paper-based system of notifying rotas and community care visits and schedule and manage all visits electronically and more efficiently, achieving an annual financial saving of £38,000.

ICT strategy for schools and curriculum development project

To make sure that all teaching spaces have a working and reliable interactive teaching board with reliable wi-fi service. Also to provide eight video conferencing facilities.

Integrated HR/Payroll solution

To provide a new and effective payroll/HR solution reducing staff effort, increasing processing speed and stakeholder satisfaction, removing manual intervention and reducing inacurate and late payments to employees.

Leisure review

To provide a sustainable leisure estate that meets the future needs of the community. This also involves providing a suitable way forward for the Moray Leisure Centre by June 2018, when the current lease expires. As part of this project, we'll be looking to deliver efficiency savings and ensure the leisure estate is sustainable for the future.

Moray Connected (Digital Services)

To provide well-designed, simple to use digital services that encourage the use of online methods to contact our services.

Moray growth deal

To establish a vision and programme of work to accelerate economic growth in Moray. Generating income for Government through non-domestic rates and increased taxation income, creating and protecting jobs and developing the necessary infrastructure to enable economic growth and creating an environment where people want to live.

Moycroft depot integration

Developing our waste management facilities to make sure that they are fit for purpose and able to cope with an increased throughput of waste, and compliant with waste management legislation. We'll make more efficient and effective use of council property, plant and staffing resource. 

Once Dallachy Landfill closes, we'll be prepared for increasing handling capacity of waste, which will be processed for onward transfer to joint Energy from Waste facility in Aberdeen.

Primary school – new Linkwood Primary

To build a primary school that will meet the needs and aspirations of the fast-growing community of south east Elgin, the single largest residential development in Moray.

School estate strategy 2035

Identifying long-term growth scenarios for Moray’s main towns and matching that against the current school estate. Provide an evidence base for securing developer obligations to provide a clear view of when and where new schools, relocated schools and extensions are required and whether there are opportunities for rationalising the school estate.

Secondary school replacement: Elgin High

Deliver a new school by October 2017 that improves the condition and suitability needed to facilitate the curriculum of excellence.

Secondary school replacement: Lossiemouth

Provide modern and fit for purpose facilities to the area of Lossiemouth to facilitate the Curriculum for Excellence. To be delivered by March 2020.

Urquhart Place development

To build a new facility that promotes independent living and improves the lives of residents. To create an environment that supports the delivery of positive outcomes for the tenants living at Urquhart Place, and improves staff morale, retention and recruitment.
